1. OPENING CEREMONY – Marine Corps League Swansboro Detachment #1407 was called to order at 1830 on 5 December 2017 by Commandant Tim Manchester. Pledge and Posting of Colors was conducted by Sergeant-at-Arms Joe Beam Jr. Opening Prayer was conducted by Chaplain Mark Munger. Twenty-one (21) members, two (2) applicants, and one guest were present.

2. ROLL CALL OF OFFICERS - Commandant: present, Senior Vice Commandant: excused, Junior Vice Commandant: present, Judge Advocate: present, Adjutant: present, Sergeant-at-Arms: present, Chaplain: present, Paymaster/Past Commandant: present.

3. INTRODUCTION OF NEW MEMBERS AND GUEST – Noel and Ruby Cortez were introduced for membership to the members. Rolling Thunder NC5 Vice President Joe Fore briefed the POW/MIA License Plates drive and upcoming motorcycle raffle.

4. APPLICATIONS FOR MEMBERSHIP – Noel Cortez active duty Marine. Ruby Cortez retired Marine.

5. CEREMONY OF INITIATION – None.

6. MINUTES OF THE PREVIOUS MEETING - Minutes were distributed via email and posted to the website. Copies were passed around for review. No corrections were noted, Sergeant-At-Arms Joe Beam motioned to accept the minutes as published and Chaplain Mark Munger seconded; all in favor.

7. CORRESPONDENCE – None

8. REPORT OF PAYMASTER – The Paymaster reported November 2017 balances and transactions. A motion was made by Marine Bill Ayers to accept the report and seconded by Marine Don Broussard, pending an audit.

9. REPORT OF MEMBER OR ANY FAMILY MEMBERS SICK OR UN-DISTRESS –

(1) Chaplain reports that Christmas is the time of year that people experience a high incidence of depression. Please remember those less fortunate at this time of year.

(2) Associate Member Ellen Smith is home recovering from a broken wrist.

10. REPORT OF OFFICERS –

(1) Sr. Vice: Excused.

(2) Jr. Vice: Reported the membership stands at 69.

(3) Judge Advocate: Nothing to report.

(4) Adjutant: Quarterly was sent out at the end of the month.


11. REPORT OF STANDING COMMITTEES –

(1) Boy Scouts: Marine Pat Curley - Nothing to report.

(2) Toys for Tots (TFT): Alex “Gunner” Nevgloski Sr. – The Toys for Tots drive is going well, and the last day he will be picking up is 16 December 2017.

(3) Veterans Affairs Volunteer Service (VAVS): Alex “Gunner” Nevgloski Sr. –

a. Liver Fluke Cancer was briefed and article is in the latest newsletter ”The Guidon”.

b. If you are currently receiving disability payments from the VA for any reason, you must be seen by a VA doctor annually or your disability payment may be terminated.

(4) Marines Helping Marines: Steve Tracy – Nothing to report.

(5) Gunny Claus: The Gunny Claus Program was briefed to the members. The new season is going strong and a schedule was passed around for the members to read. There are currently seven (7) Gunny Claus’s who plan to visit eight-two (82) units and over eighteen thousand (18,000) children. Their visit to the west coast begins this week.

(6) Young Marines: Dana Cozzens – Absent.

 (7) Newsletter/Webmaster: Marine Corps League Swansboro Detachment #1407 Newsletter “The Guidon” for fall 2017 has been sent via email and placed on the website. Our website and Facebook page get many hits, but we need to get the word about our sites out so that more people are aware of the Veterans information that is being passed.

12. REPORT OF SPECIAL COMMITTEES –

(1) Guantanamo Bay 1917 Centennial Watch Mug Fundraiser – Steve Tracy briefed the history of the mugs and the money that can be raised by the fundraiser. The Detachment will sell the mugs for thirty dollars ($30).

13. UNFINISHED BUSINESS –

(1) Card reader to collect funds via phone. Marine Federal Credit Union will work with us to show how funds are transferred and how fast it will post for both the buyer and seller.

14. NEW BUSINESS –

(1) Belk Charity Day Fundraiser Awards were presented.

(2) Pancake Breakfast Fundraiser Awards were presented.

(3) Marine Corps League Birthday Ceremony Awards were presented.

(4) Life Membership Certificate were presented to Eric Ellenberger and Chuck Rothfuss.

(5) Detachment Marine of the Year 2017 Award was presented to Marine Don Broussard.

(6) Sponsorship Donation to the Mack McKinney Awards on March 9, 2018 was voted on. A sponsorship donation in the amount of one hundred-fifty ($150.00) was voted on. A motion was made by Marine Bill Ayers to accept the report and seconded by Marine Don Broussard, all in favor.

(7) Jordan Roberts was medically separated from the Marine Corps and passed away on November 14, 2017. He leaves behind his wife (Sarrah) and two year old daughter (Lilliana) whom were left with nothing. A motion was made by Chaplain Mark Munger to send five hundred ($500.00) dollars to Sarrah directly. The motion was seconded by Marine Steve Tracy, all in favor. If other members wish to contribute the checks will be mailed on Friday 8 December 2017.

15. GOOD OF THE LEAGUE –

(1) Next raffle is an AR-15 to be given out at the DoNC 2018 Summer Convention.

(2) Sanders Ford raffle ticket fund raiser. (Turn in date 15 December 2017)

(3) Change for Children, donated at the MCL National Convention.

(4) Spring 2018 DoNC Membership Meeting – April 20th -21st hosted by Sgt WE Plueddemann (formerly Down East) Detachment #1186, Greenville Convention 2018.

18. 50/50: 50/50 Raffle raised $61.00. $31.00 was won by applicant Marine Ruby Cortez who donated it back to the Detachment.

5. CEREMONY OF INITIATION – Kenneth Studley and Raysiel “Ray” Forty were sworn in as regular members.

 9. REPORT OF MEMBER OR ANY FAMILY MEMBERS SICK OR UN-DISTRESS –

(1) Eight people were killed and almost a dozen injured when a 29-year-old man in a rented pickup truck drove down a busy bicycle path near the World Trade Center Tuesday in Manhattan, New York City.

(2) Twenty-six people were killed during the shooting at First Baptist Church in Sutherland Springs, Texas.

(3) Past Commandant Alex Nevgloski Sr. (Gunner Ski) was hospitalized this past weekend for Meniere's disease.

(4) Marine Dana Cozzens’s mother had a stroke and is on her way to New Hampshire to be with her.

(5) Marine Chuck Rothfuss’s mother fell and shattered her elbow. She was taken to the hospital to rebuild it.

(7) Newsletter/Webmaster: Marine Corps League Swansboro Detachment #1407 Newsletter the “Guidon” won first place in the National Newsletter Competition. The award will be presented to the membership during “New Business”.

12. REPORT OF SPECIAL COMMITTEES –

(1) Chairperson for Marine Corps Birthday Ceremony - Chairperson for Marine Corps Birthday Ceremony Sergeant-at-Arms Joe Beam reported the event is scheduled for 10 November 2017 at the VFW W. E. Baggs Post 9960, Cedar Point, NC. If members still owe for tickets they can pay at the end of the meeting.

(2) Belk Charity Day Sale – Chairperson Alex Nevgloski Sr. reported that the fund raiser was a success. Chairperson Alex Nevgloski Sr. recognized Marine Alan Preble for amount he helped raise at the display table. Chairperson Alex Nevgloski Sr. also recognized Associate Member Mary Beam and Jennifer Manchester for manning the table during the Belk Charity Day Sale on 4 November 2017.

13. UNFINISHED BUSINESS –

(1) Detachment Marine of the Year 2017 was voted on and Marine Don Broussard was selected as 2017 Detachment Marine of the Year.

(2) Presentation of the National Newsletter Award to the Detachment.

(3) Presentation of the National Jr. Vice Commandant’s Citation and Streamer for 112.96% increase in membership.

(4) Presentation of the Rolling Thunder Veterans Day Parade Certificate of Appreciation.

(5) Presentation of the Onslow County Veteran Service Organizations Certificate of Appreciation.

(6) Life Membership Certificate to Paul Miethker.

(7) Newsletter input due 24 November 2017 for the Fall 2017 edition of The Guidon.

(8) A proposal by Past Commandant Alex Nevgloski Sr. to donate $150 to the Gunny Claus Program. There was no discussion and Corpsman Ray Smith made a motion to pass the proposal, Chaplain Mark Munger seconded the motion, all members were in favor.

9. REPORT OF MEMBER OR ANY FAMILY MEMBERS SICK OR UN-DISTRESS – Judge Advocate Luis Alers briefed that all but one of his family in Puerto Rico were accounted for after hurricane Irma. Past Commandant Alex “Gunner” Nevgloski Sr. briefed the membership on Associate Member Dorothy Nevgloski’s current condition and upcoming medical appointments. Past Commandant Alex “Gunner” Nevgloski Sr. also briefed that he had foot surgery on 27 September and is recovering fine. Marine Robert Rooth briefed that his wife CWO Dawn Rooth lost her cousin in the shooting in Las Vegas.

12. REPORT OF SPECIAL COMMITTEES –

(1) Associate Members Pancake Breakfast Fundraiser - Associate Members Pancake Breakfast Fundraiser held on 16 September 2017 was a success. A total of $478.19 profit was made. Certificates of Appreciation are prepared and ready for presentation to Marine Chevrolet, Don Williamson Nissan, and Oak Grove Methodist Church.

(2) Belk Charity Day Sale – Chairperson Alex Nevgloski Sr. reports that the first display table was a success. Associate Member Mary Beam was in charge of the display.

(3) Chairperson for Retiree Appreciation Day - Chairperson for Retiree Appreciation Day 30 September 2017 at Marston Pavilion reported that it was successful event. Judge Advocate Luis Alers reported that over 450 persons attended the event.

(4) Chairperson for Marine Corps Birthday Ceremony - Chairperson for Marine Corps Birthday Ceremony Sergeant-at-Arms Joe Beam reported at the event is scheduled for 10 November 2017 at the VFW W. E. Baggs Post 9960, Cedar Point, NC. Tickets and menu items will be published shortly.

13. UNFINISHED BUSINESS –

(1) Card reader to collect funds via phone. The card reader will be used on a trial basis at the Belk Charity Day Sale on Saturday 7 October 2017.

(3) Carolina Boarders Detachment #1036 (Calabash) will host the Department of North Carolina Marine Corps League 2017 Fall Quarterly Meeting. They will hold a Marine Corps Birthday Ball during that time frame (late October). Do we want to attend their ball and forego one of our own or still hold our own Marine Corps Birthday Celebration?

14. NEW BUSINESS –

Wreaths Across America donation. Ceremony to be held on 16 December 2017 at the Coastal State Veterans Cemetery. The Detachment voted to purchase 10 Wreaths at a cost of $150.00.

15. GOOD OF THE LEAGUE –

(1) Next raffle is an AR-15 to be given out at the DoNC 2018 Summer Convention.

(2) Sanders Ford raffle ticket fund raiser.

(3) Hurricane relief funds will go to the MCL Foundation, via Detachment Paymaster to the Department Paymaster Lori King.

3. INTRODUCTION OF NEW MEMBERS AND GUEST –

Southeast Division Vice Commandant Lee Walker briefed the membership on events from the National Convention held August 13-18, 2017, 2017 in Overland Park, Kansas. He also briefed that the 2018 National Convention will be held in Buffalo and the 2019 Convention will be held in Montana.

4. APPLICATIONS FOR MEMBERSHIP – None.

Judge Advocate Luis Alers was absent due to being in contact and awaiting contact with his family in Puerto Rico which is in the path of hurricane Irma. Associate Member Dorothy Nevgloski has had a long battle with cancer and has numerous appointments to check her current condition. Past Commandant Alex “Gunner” Nevgloski Sr. briefed the membership on Dorothy’s current condition and upcoming medical appointments.

Marine Corps League Swansboro Detachment #1407 newsletter the “Guidon” won first place in the National Newsletter Competition. The award will be presented at the 2017 DoNC Fall 2017 Quarterly Meeting on October 27-28.

Associate Members Pancake Breakfast 16 September 2017. The committee provided a status update. The event will be held at the Oak Grove Methodist Church 394 Bear Creek Rd, Hubert, NC 28539.

(1) Card reader to collect funds via phone. This item was put on hold until we know the dates for the Belk Charity Day Sale and can ensure that someone can operate the card reader.

(3) Carolina Boarders Detachment #1036 (Calabash) will host the Department of North Carolina Marine Corps League 2017 Fall Quarterly Meeting. They will hold a Marine Corps Birthday Ball during that time frame (late October). Do we want to attend their ball and forego one of our own or still hold our own Marine Corps Birthday Celebration?

(1) Chairperson for Marine Corps Birthday Ceremony. No volunteer at this time. Sergeant At Arms Joe Beam is checking the cost for the use of the VFW.

(2) Jacksonville Outstanding Veteran of the Year nominations. Marine Don Broussard was voted as Swansboro Detachment 31407 nomination.

Pledge and Posting of Colors was conducted by Sergeant-at-Arms Joe Beam Jr. Opening Prayer was conducted by Chaplain Mark Munger. (1) Associate Members Pancake Breakfast. Associate Members have formed a committee and are planning for a 23 September 2017 date.


(2) Card reader to collect funds via phone. Pat Curley briefed the Detachment on the use and benefits of having a card reader to collect funds. A motion was passed to table the decision until more information on bank security could be briefed.

(4) The first Tuesday in July is the fourth of July. Do we want to reschedule the meeting or cancel the Monthly Meeting for July? A decision was passed to skip the July monthly meeting. The next monthly meeting will be 1 August 2017.


(5) Ms. Janet Fischer is in need of immediate assistance. Her husband passed away last Friday. Michael James Fischer, DOB: April 18. 1951, Death: May 26, 2017. USMC (not a retiree), 100% Disabled Veteran, Viet Nam Combat Veteran, Purple Heart recipient. Veterans organizations donate $50.00 per organizations to cover Jones Funeral Cremation and other expenses. Request Swansboro MCL membership donate $50.00. Chaplain Mark Munger made a motion to donate $100, seconded my Sergeant-at-Arms Joe Beam Jr., all members were in favor.


(6) Purchase of “Combat Wounded” signs for $20. Signs will be purchased from the Department of North Carolina Marine Corps League. This will be unfinished business until the 1 August 2017 meeting.

1. OPENING CEREMONY – Marine Corps League Swansboro Detachment #1407 was called to order at 1840 on 4 April 2017 by Commandant Tim Manchester. Pledge and Posting of Colors was conducted by Sergeant At Arms Steve Tracy. Opening Prayer was conducted by Chaplain Don Broussard. Nineteen (19) members were present. Certificates and donations were presented to the Swansboro Moose Lodge 1425, and Women of the Moose Chapter 1323 prior to the start of the meeting.

8. REPORT OF MEMBER OR ANY FAMILY MEMBERS’ SICK OR UN-DISTRESS – Chaplain Don Broussard reports that he visited Howard Jones, Joe Normandeu, and JJ Yantorn at the Premier Nursing Home. Howard Jones is not doing very well at this time. It is reported that Dorothy Nevgloski has had a long battle with cancer and has an appointment on 5 April 2017 to check her current condition.

(1) Sr. Vice, suicides are on the rise. There were three reported suicides in the area in the past few weeks. Sr. Vice will be sending us Mental Health Resource information to be published to our members.

(2) Jr. Vice, Absent, but Sergeant At Arms passes information on recruitment and retention. We need to attract younger members. The current membership is getting up in the years and we need new, younger members to continue the operation and traditions of the Marine Corps League.

(3) Judge Advocate, nothing to report.

(4) Adjutant, Bylaws will need a review and update after new National and Department bylaws are updated to reflect new membership renewal policy.

VAVS reports that during this visit he assisted six (6) veterans with their benefit packages.

(1) Pancake Breakfast: - Steve Tracy reports that things are going good for the Pancake Breakfast Fundraiser to be held on 22 April 2017 at the Oak Grove United Methodist Church, 394 Bear Creek Rd, Hubert, NC 28539. Tickets have been given out to sell and flyers will be emailed out so members can distribute them.

(2) Belk Charity Day Sale: - Tim Manchester reports that sales have been good at the display table at the Belk 5167 U.S. 70, Morehead City, NC 28557. The detachment will be set up at 1800-2000 every Friday night until 28 April 2017. The sale will be held 0600 to 1200 on 29 April 2017. Associate Member Jennifer Manchester will be our representative for the sale.

12. UNFINISHED BUSINESS –

(1) 3 June 2017, 1000-1600 Hammocks Beach State Park and the Swansboro Area Chamber of Commerce Military Affairs Committee 14th Annual Military Appreciation Day. Same day as DoNC Convention. We still need someone to take charge of the event and to take pictures.
