MEETING MINUTES 7 AUGUST 2018

1. OPENING CEREMONY – Marine Corps League Swansboro Detachment #1407 was called to order at 1830 on 7 August 2018 by Past Commandant Tim Manchester. Pledge and Posting of Colors was conducted by Sergeant-at-Arms Joe Beam Jr. Opening Prayer was conducted by Chaplain Mark Munger. Eighteen (18) regular members and three (3) associate members were present.

2. ROLL CALL OF OFFICERS - Commandant: excused, Senior Vice Commandant: present, Junior Vice Commandant: present, Judge Advocate: present, Adjutant: present, Sergeant-at-Arms: present, Chaplain: present, Paymaster: present, Past Commandant: present.

6. MINUTES OF THE PREVIOUS MEETING – No July meeting, no minutes.

7. CORRESPONDENCE –

(1) Carrot-Top Industries Catalog (patriotic items).

8. REPORT OF PAYMASTER – The Paymaster reported July 2018 balances. A motion was made by Senior Vice Commandant, Paul Miethker to accept the report and seconded by Marine Don Broussard, pending an audit.

9. REPORT OF MEMBER OR ANY FAMILY MEMBERS SICK OR UN-DISTRESS –

(1) Past Commandant Tim Manchester’s father passed away. The detachment sent flowers and cards were also sent. Past Commandant Tim Manchester thanked the League for their support.

(2) SgtMaj Mike Rooney’s wife is in Woodbury Wellness Center in Hamstead for rehabilitation. She should be home within about 30 days. Once she is home she may have a relapse since she does not do well in following the doctor’s orders. Past Commandant Alex Nevgloski Sr.and Senior Vice Paul Miethker have visited the SgtMaj and say he has lost about 20/25 pounds because he doesn’t cook.

10. REPORT OF OFFICERS –

(3) Judge Advocate Mark Munger: Look for the bylaws to be discussed at the National Convention.

(7) Junior Past Commandant Tim Manchester: Nothing to report.

11. REPORT OF STANDING COMMITTEES –

(1) Boy Scouts: Marine Pat Curley was absent. No report

(2) Toys For Tots (TFT): Alex “Gunner” Nevgloski Sr. – Will be meeting at the end of September and will set up dates at that time.

(3) Veterans Affairs Volunteer Service (VAVS): Alex “Gunner” Nevgloski Sr. Explained the need for original records to assist in determining disabilities and the standard disability ratings for procedures resulting from incidents which occurred while on active duty.

(4) Marines Helping Marines: Commandant Steve Tracy was absent. No report.

(5) Gunny Claus: Commandant Steve Tracy was absent, however Past Commandant reported that a good brief was given at the District Convention. This year’s budget will include money and uniforms to be donated for Gunny Claus. The same will be voted on each year, thereafter.

(6) Young Marines: Currently have no point of contact.

(7) Newsletter/Webmaster: Past Commandant Tim Manchester reported the newsletter is due the end of August. Input is needed and should be emailed to the Adjudant who will then forward them to the webmaster. Anyone can submit items, but the Commandant, Senior and Junior Vice and the VAVS have sections that need submissions.

The winner of the newsletter competition will be announced at the National Convention.

12. REPORT OF SPECIAL COMMITTEES –

(1) Scholarship Committee – Marine Nevgloski Sr. reported for the committee. There are four area schools that can be granted the scholarship(s). Decisions need to be made as to whether to divide money between the schools and how much. But first, it has to be written into the bylaws.

(2) Quilt Committee – No report.

13. UNFINISHED BUSINESS –

(1) MCL Swansboro recruiting table at the Swansboro Walmart. Tabled until the return of Commandant Steve Tracy and cooler weather.

(2) Marine Corps Ball – Past Commandant Tim Manchester suggested that the detachment join the Regiment of Retired Marines at their birthday ball. The cost is $55.00. It will be held at the Geottge Memorial Field House on 10 November. The USO will have tickets on sale at the end of the month. Marine Nevgloski Sr. volunteered to take charge of getting tickets for the detachment so that members can sit together. He also suggested getting a van to transport those who are not able to get on base.

14. NEW BUSINESS –

(1) Belk Fund Raiser – Marine Nevgloski Sr. distributed about 25 tickets to members to sell as it is not a good time to set up a table at Belk’s with so many members out of town. With that being the case the detachment will have to concentrate more on the pancake breakfasts. All members will need to put forth their best efforts to help as this affects our scholarship fund.

(2) 5K Run – Marine Nevgloski Sr. reported that Marine Mike Marion will set everything up. He will probably talk to the detachment in the September or October meeting. It will be in Salter Path on the beach and cost $30/35 and also be available as a virtue run. A Christmas run would be nice, but if it can’t be organized by then, April would be the next preferred time frame.

(3) Dues – Junior Vice Bob Shannon reported that we are not doing well with membership dues. Five members paid tonight, 20 to 25 members still need to pay.

(4) Awards – Past Commandant Tim Manchester reported that the detachment received two streamer for 100% participation, (one for the Department and one for Division), two Certificates of Participation, (one for the website and one for the Facebook page) and the 2018 Top Notch Award for the Detachment website.

(5) Supplies - Marine Nevgloski Sr. reported that there will be a ship’s store at the convention.

(6) Marine for Life – Marine Mark Munger reported that Marine for Life and the Marine Corps will be working together to help transitioning Marines and connecting them to detachments near their homes.

(7) Dental and Vision – Open enrollment will be 10 November to 12 December 2018.

1. OPENING CEREMONY – Marine Corps League Swansboro Detachment #1407 was called to order at 1831 on 5 June 2018 by Commandant Steve Tracy. 8. REPORT OF PAYMASTER – The Paymaster reported May 2018 balances. A motion was made by Acting Chaplain Luis Alers to accept the report and seconded by Sergeant-at-Arms Joe Beam, pending an audit.

9. REPORT OF MEMBER OR ANY FAMILY MEMBERS SICK OR UN-DISTRESS –

(1) Commandant Steve Tracy reported that the handicap ramp has been completed for Mrs. Moody. He suggested that some visits might be in order. Past Commandant Alex Nevgloski Sr.volunteered to act as the Point of Contact for coordinating such visits.

(2) Commandant Steve Tracy reported his 11-year-old nephew has been having violent seizures. He has undergone a radical procedure and seems to be doing well at present.

It is time to start sending in dues for those who are not life-time members. The dues will cover membership from September 2018 through August 2019. Send checks to the League Post Office Box.

(7) Junior Past Commandant Tim Manchester: Will be attending the Marine Corps League Mid-East Division Summer Conference in Ellicott City, Maryland 15-17 June. No one else noted that they were going so he will represent the Marine Corps League Swansboro Detachment #1407.

The Department of North Carolina Convention will be held 29-30 June. They will be voting on officers. Each detachment is allowed one vote for every ten members. Most of the offices are unopposed and as no other members noted that they were going, Junior Past Commandant Tim Manchester will represent the Marine Corps League Swansboro Detachment #1407 and cast one vote for each office.

11. REPORT OF STANDING COMMITTEES –

(1) Boy Scouts: Marine Pat Curley reported that he presented two Eagle Scout Awards. He also noted that Venturing Summit and Sea Scouts Awards are not presented by the Marine Corps League and that the Auxiliary presents to the Girl Scouts. He would like to see that addressed and perhaps changed. Junior Past Commandant Tim Manchester noted that he would bring it up with the National representative.

(2) Toys For Tots (TFT): Alex “Gunner” Nevgloski Sr. – Nothing to report.

(3) Veterans Affairs Volunteer Service (VAVS): Alex “Gunner” Nevgloski Sr. Nothing to report.

(4) Marines Helping Marines: Steve Tracy reported that $300.00 was given to help out with materials for a handicap ramp. The ramp is finished.

(5) Gunny Claus: Steve Tracy - Nothing to report.

(6) Young Marines: Dana Cozzens – Absent. Marine Pat Curley suggested that at least one Young Marine parent attend a meeting. Junior Past Commandant Tim Manchester informed members that two new advisors have been appointed. He will endeavor to learn who they are.

(7) Newsletter/Webmaster: Tim Manchester reported that a lot of people have visited the web site and that the Marine Corps League Swansboro Detachment #1407 Newsletter the “Guidon” is published and has been submitted to the National competition. Senior Past Commandant Alex “Gunner” Nevgloski Sr. suggested that a website competition, similar to the newsletter competition, be started.

12. REPORT OF SPECIAL COMMITTEES – No special committees at this time.

13. UNFINISHED BUSINESS –

(1) MCL Swansboro recruiting table at the Swansboro Walmart. Tabled until the fall/August.

14. NEW BUSINESS –

(1) Scholarship – Commandant Steve Tracy suggested that a committee be formed to determine the details for a scholarship to be awarded by the detachment. Senior Past Commandant Alex “Gunner” Nevgloski Sr. moved that such a committee be formed. It was seconded by Marine Richard Gorton. The committee will consist of Senior Past Commandant Alex “Gunner” Nevgloski Sr., Sergeant-at-Arms Joe Beam Jr. and Associate Member Jennifer Manchester.

(2) 5K Recon Run – Commandant Steve Tracy proposed that the detachment sponsor a 5K run as a fundraiser. It could be an annual event that would bring in money from registrations and advertising. Marine Mike Marion has experience in these types of events. The proposal is tabled pending obtaining specifics needed from Marine Mike Marion.

(3) Competition Shooting Team - Commandant Steve Tracy believes this could get more younger Marines involved with the detachment.

(4) Hero Quilts – Hero Quilts started out to be for Wounded Warriors, but they can be given to older veterans who are in hospitals and other facilities as well as those living at home. A committee could be established. Recommendations of recipients would be submitted to the committee twice a year. The committee would choose the recipients. Marine Pat Curley, Associate Member Darlene Tracy and Associate Member Jennifer Manchester will serve on the committee.

(5) Budget Committee – Commandant Steve Tracy recommended that a budget committee be established. Members felt that no change to the current methods is needed. The Paymaster, along with the leadership, would be sufficient for the needs of the Detachment.

(6) Barbeque – Commandant Steve Tracy recommended that the detachment have a barbecue get-together in the fall. It would be for members and guests and could be held in a park or at someone’s home.

(7) Marine Corps Birthday – Commandant Steve Tracy asked if the detachment wants to do their own Marine Corps Ball again this year. Other options include doing one with the Division or joining other veteran groups for a Veterans’ Ball. A couple of venues will be investigated and discussion will continue in the August meeting.

(5) 16 June 2018, Volunteer Day for Jacob Pope, who is disabled (lost a leg). Volunteers will be landscaping. The media will be there as well.

(6) 16 June 2018, Hospital Corps Birthday. There will be a ceremony at the hospital.

(7) Sr. Vice Paul Miethker stated that some senior Marines who cannot reenlist are having medical boards. If they are not approved, they will have to pay back college monies that they were awarded for their children.

(8) The Marine Corps Credit Union on base has moved next to a smaller building next to Starbucks.

(9) Retirees on the current dental/vision programs must choose from 11 different dental and 8 vision programs between 12 November to 10 December, 2018. The current plans stop December 31, 2018. If no choice is made by the retiree, they will not be able to enroll until the next enrollment period in the fall of 2019. Information is in the newsletter.

(10) Paymaster Rob Rooth went to Wounded Warrior Spring Bash, 16 May 2018. He went as a representative of the Credit Union. He would like to go as a representative of the Marine Corps League in the future. The League could purchase drinks or something else for the bash.

12. REPORT OF SPECIAL COMMITTEES –

(1) Spring Pancake Breakfast Fundraiser: Marine Steve Tracy reported that the Pancake Breakfast Fundraiser held on 24 March 2018, at St. Peter’s By The Sea Episcopal Church was success. Ninety (90) meals were delivered and there was steady number of supporters all during the breakfast timeframe.

(2) Belk Charity Day Fundraiser: Past Commandant, Alex “Gunner” Nevgloski Sr. reported that the started 29 March 2018. The Detachment had set up twice so far at Belk in Morehead City and both times were very successful fundraisers. All members are encouraged to sell tickets and help man the table at Belk during our time frame.

13. UNFINISHED BUSINESS –

(1) MCL Swansboro recruiting table at the Swansboro Walmart. Commandant Tim Manchester will submit the request form to set up a display table.

14. NEW BUSINESS –

(7) Marine Bill Ayers passed word about the opening of the “The Dog Tag”. The business specializes in military antiques. They have uniforms, insignia, equipment, etc. from WW I forward, with almost nothing newer than Vietnam.” The business is located at the corner of West Corbett Ave and Main Street in Swansboro, NC. The hours are Fridays 1500-1800 (3pm-6pm) and Saturdays 1000-1800 (10am-6pm) or call for an appointment at 910-378-6003 between the hours of 1000-1600 (10am-4pm).

b. If you are currently receiving disability payments from the VA for any reason, you must be seen by a VA doctor annually or your disability payment may be terminated.

(5) Gunny Claus: The Gunny Claus Program was briefed to the members. The new season is going strong and a schedule was passed around for the members to read. There are currently seven (7) Gunny Claus’s who plan to visit eight-two (82) units and over eighteen thousand (18,000) children. Their visit to the west coast begins this week.

 (7) Newsletter/Webmaster: Marine Corps League Swansboro Detachment #1407 Newsletter “The Guidon” for fall 2017 has been sent via email and placed on the website. Our website and Facebook page get many hits, but we need to get the word about our sites out so that more people are aware of the Veterans information that is being passed.

(1) Guantanamo Bay 1917 Centennial Watch Mug Fundraiser – Steve Tracy briefed the history of the mugs and the money that can be raised by the fundraiser. The Detachment will sell the mugs for thirty dollars ($30).

(1) Card reader to collect funds via phone. Marine Federal Credit Union will work with us to show how funds are transferred and how fast it will post for both the buyer and seller.

(3) Marine Corps League Birthday Ceremony Awards were presented.

(6) Sponsorship Donation to the Mack McKinney Awards on March 9, 2018 was voted on. A sponsorship donation in the amount of one hundred-fifty ($150.00) was voted on. A motion was made by Marine Bill Ayers to accept the report and seconded by Marine Don Broussard, all in favor.

(7) Jordan Roberts was medically separated from the Marine Corps and passed away on November 14, 2017. He leaves behind his wife (Sarrah) and two year old daughter (Lilliana) whom were left with nothing. A motion was made by Chaplain Mark Munger to send five hundred ($500.00) dollars to Sarrah directly. The motion was seconded by Marine Steve Tracy, all in favor. If other members wish to contribute the checks will be mailed on Friday 8 December 2017.

(1) Eight people were killed and almost a dozen injured when a 29-year-old man in a rented pickup truck drove down a busy bicycle path near the World Trade Center Tuesday in Manhattan, New York City.

(2) Twenty-six people were killed during the shooting at First Baptist Church in Sutherland Springs, Texas.

(3) Past Commandant Alex Nevgloski Sr. (Gunner Ski) was hospitalized this past weekend for Meniere's disease.

(4) Marine Dana Cozzens’s mother had a stroke and is on her way to New Hampshire to be with her.

(5) Marine Chuck Rothfuss’s mother fell and shattered her elbow. She was taken to the hospital to rebuild it.

(1) Chairperson for Marine Corps Birthday Ceremony - Chairperson for Marine Corps Birthday Ceremony Sergeant-at-Arms Joe Beam reported the event is scheduled for 10 November 2017 at the VFW W. E. Baggs Post 9960, Cedar Point, NC. If members still owe for tickets they can pay at the end of the meeting.

(2) Belk Charity Day Sale – Chairperson Alex Nevgloski Sr. reported that the fund raiser was a success. Chairperson Alex Nevgloski Sr. recognized Marine Alan Preble for amount he helped raise at the display table. Chairperson Alex Nevgloski Sr. also recognized Associate Member Mary Beam and Jennifer Manchester for manning the table during the Belk Charity Day Sale on 4 November 2017.

13. UNFINISHED BUSINESS –

(1) Card reader to collect funds via phone. Marine Federal Credit Union will work with us to show how funds are transferred and how fast it will post for both the buyer and seller.

1. OPENING CEREMONY - Marine Corps League Swansboro Detachment #1407 was called to order at 1830 on 1 August 2017 by Commandant Tim Manchester. Pledge and Posting of Colors was conducted by Sergeant-at-Arms Joe Beam Jr. Opening Prayer was conducted by Chaplain Mark Munger. Twenty-three (23) members, two (2) guests and two (2) applicants were present.

2. ROLL CALL OF OFFICERS - Commandant: present, Senior Vice Commandant: absent, Junior Vice Commandant: present, Judge Advocate: present, Adjutant: present, Sergeant-at-Arms: present, Chaplain: present, Paymaster/Past Commandant: present.

3. APPLICATIONS FOR MEMBERSHIP - Two applications, Frances D. Hayden and Robert Henderson.

4. CEREMONY OF INITIATION - Two members, Frances D. Hayden and Robert Henderson were sworn in. 

5. MINUTES OF THE PREVIOUS MEETING - No previous minutes due to no meeting in July 2017.

6. CORRESPONDENCE - "The Vietnam War," a 10-part documentary anchored by filmmaker Ken Burns will air beginning Sept. 17 on PBS. Advance viewing at the Jacksonville/Onslow County DAV, 301 Roosevelt Drive, Jacksonville, NC 28540.

7. REPORT OF PAYMASTER - The Paymaster reported July 2017 balances and transactions. A motion was made by Sergeant at Arms Joe Beam Jr. to accept the report and seconded by Judge Advocate Luis Alers, pending an audit.

8. REPORT OF MEMBER OR ANY FAMILY MEMBERS SICK OR UN-DISTRESS - Chaplain Mark Munger reports: Associate Member Dorothy Nevgloski has had a long battle with cancer and has numerous appointments to check her current condition. Past Commandant Alex "Gunner" Nevgloski Sr. briefs the membership on Dorothy's current condition and upcoming medical appointments. Marine Don Broussard will have surgery on Friday 4 August 2017 and will be in the New Bern Hospital for two days. Marine Broussard briefed the membership on his current condition and upcoming medical appointments. Judge Advocate Luis Alers continues to recover after surgery. Judge Advocate Luis Alers reports he is doing better after surgery and continues to recover.

9. REPORT OF OFFICERS -

(1) Sr. Vice: Absent. (2) Jr. Vice: The previous membership report was sixty-one (61) members. There were three (3) members dropped and two

(2) added for a current membership of sixty (60). Many members have dues that need to be paid by 1 and 2 September 2017.

(3) Judge Advocate: Bylaws will need a review and update after new National and Department bylaws are updated to reflect new membership renewal policy.

(4) Adjutant: Nothing to report.

(7) Newsletter/Webmaster: Tim Manchester talks about the importance of social media to get the word out about the Marine Corps League and its programs and events. Semper Fi submissions have been completed.

UNFINISHED BUSINESS -

(1) Associate Members Pancake Breakfast 16 September 2017. The committee is ensuring that St Peter's By The Sea Church can be used for the event.

(2) Card reader to collect funds via phone. This item was put on hold until Marine Pat Curley could be present to brief the membership.

(3) Carolina Boarders Detachment #1036 (Calabash) will host the Department of North Carolina Marine Corps League 2017 Fall Quarterly Meeting. They will hold a Marine Corps Birthday Ball during that time frame (late October). Do we want to attend their ball and forego one of our own or still hold our own Marine Corps Birthday Celebration?

13. NEW BUSINESS -

(1) Chairperson for Retiree Appreciation Day 30 September 2017 at Marston Pavilion. Past Commandant Gunner Nevgloski and Sergeant at Arms Joe Beam Jr. have for action.

(2) Chairperson for Marine Corps Birthday Ceremony. No volunteer at this time. We still need a chairperson.

(3) Sanders Ford raffle ticket fund raiser. Membership was briefed on the raffle. Raffle tickets for a 2017 Ford Fusion SE from Sanders Ford. The winner will be drawn on 21 December 2017. The charity (Marine Corps League Swansboro 1407) sells the tickets for $20 and keeps the money. This Sanders Ford's way of donating to the charities in our area.

(4) Next raffle is an AR-15 to be given out at the DoNC 2018 Summer Convention.
